EL Exit and Reclassification

To exit EL services, a student must meet one of the following criteria:

1. Obtain a composite score of five on the OTELA

          OR

2. Obtain a composite score of four on the OTELA, subsequently complete a trial period of mainstream instruction, AND obtain a composite score of four or five on the OTELA during the trial period of mainstream instruction.

A student meeting the exit criteria is reclassified as Not EL (N) in EMIS.

Special Conditions:

  • Students will not be exited from EL services before Grade 3.
  • Students who obtain a composite score of four or five on the OTELA in Grade 2 and obtain a composite score of four or above on the OTELA during the completion of a trial period of mainstream instruction in Grade 3 shall be exited from services.
  • Students who obtain a composite score of 5 on the OTELA will exit services and not participate in Trial Mainstream.

Transition Year: EL students who obtain a composite score of four or five on the OTELA in 2008-09 will be exited from the program if they obtain a composite score of four or five on the OTELA in 2009-10.
