  • The district uses a three-part approach to screen and assess students. Pre-assessment strategies apply to all students and serve to create a "pool" of students for screening and assessment. The results of group achievement and ability tests as well as referrals may be considered at this stage. Screening strategies gather the available data and determine if further assessment is necessary, such as small group or individual testing. Once additional assessment has been completed and/or appropriate data are available, the identification decision is made.
  • Please refer to the district pamphlet entitled "Highland Assessment Instruments 2011" for information regarding the specific group and individual tests and the screening and identification scores.
  • The district provides at least two opportunities a year for assessment in the case of students requesting assessment or recommended for assessment by teachers, parents, or other students. Referral forms are available by contacting the building principal or the gifted coordinator.
  • The district ensures equal access to screening and assessment by all district children, including culturally and linguistically diverse children, children from low socio-economic background, children with disabilities, and children for whom English is a second language.
  • The district ensures that the use of assessment instruments are provided and administered in the student's native language.
  • The district selects and administers tests so as best to ensure that when a test is administered to a child with impaired sensory, manual or speaking skills, the test results accurately reflect the child's aptitude or achievement level.
  • The district selects instruments from Assessment Instruments for the Identification of Children Who Are Gifted that will allow for appropriate screening and identification of children who are culturally and linguistically diverse, children from low socio-economic background, children with disabilities, and children for whom English is a second language.
  • All tests are administered by qualified personnel in conformance with the instructions provided by the publisher of the assessment instrument. The district may contract with any qualified public or private service provider to provide screening or assessment services in accordance with Ohio Revised Code.
  • Parents will be notified in writing of the results of any screening procedure or assessment instrument within thirty days of the receipt of the results.
  • The district ensures that any child transferring into the district will be assessed within 90 days of the transfer at the request of the parent.
  • The district accepts scores on assessment instruments approved for use by the Ohio Department of Education provided by other school districts or trained personnel outside the school district.
  • Parents have an opportunity to appeal any decision about the results of any screening procedure or the scheduling of children for assessment. To appeal, contact your local building principal and/or the gifted coordinator.
